HB 5468: An Act Concerning the Provision of Parent-Managed Learning (Public Act 26-37)
- Sponsor: Introduced by the Joint Committee on Education
- Status: Signed by Governor Ned Lamont on May 26, 2026. Passed the House as amended on April 23, 2026 (96-53) and the Senate on May 4, 2026 (22-14) (CGA bill status; CT News Junkie).
- On a committee agenda: Yes (Education, public hearing March 11, 2026; Appropriations)
- Synopsis: Calls homeschooling “parent-managed learning.” Starting with the 2027-28 school year, parents who withdraw a child from public school must sign a withdrawal form in person at the district office. For homeschool withdrawals, the superintendent runs a DCF records check on every adult in the home, and the withdrawal is blocked if an adult is on the child abuse and neglect registry or under a current DCF investigation. Starting with the 2028-29 school year, covered families must file a yearly intent to educate form by October 1. Families already homeschooling generally do not file unless they move (OLR Public Act Summary).
- Rating: 👎 Increases burdens. It adds a new in-person withdrawal step, a records check before a family can begin homeschooling, and a yearly form for many families.
